Soil Remediation
Working with an environmental C&E firm, APCC performed a PCB congeners and VOC emissions test program on an innovative PCB remediation technology at an abandoned drag strip. PCB contaminated oils were used as a dust suppresser in the 1960's. The pilot remediation system consisted of a thermal blanket to heat and oxidize PCB in the soil in-situ, followed by liquid condensate systems, a thermal oxidizer carbon adsorber unit, and a wet scrubber to control emissions. APCC designed a test program to quantify emissions of PCB, dioxins, furans, and semivolatile organic compounds from the exhaust of the air pollution control train over the 36-hour remediation cycle.


Landfill Gas Quarterly Emission Measurement Programs
APCC worked with a Long Island municipality to perform a series of quarterly emission measurement programs to characterize toxic emissions from a landfill gas thermal oxidizer over a four season period. The oxidizer is part of an odor control system used to destroy combustible gases collected from wells at the perimeter of the landfill. The programs included emission measurements of SO2, NOx, CO, total hydrocarbons, O2, CO2 and a total of 48 volatile and semi-volatile organic compounds utilizing the Volatile Organic Sampling Train (VOST).


Indoor Air Quality Survey
APCC was retained by the management of numerous office buildings to investigate claims by tenants of a "Sick Building". In some cases, an assessment was required as part of a property transfer environmental audit. Indoor Air Quality Surveys were performed in conjunction with a thorough inspection of the HVAC systems to determine the cause of complaints. The surveys included personal interviews with occupants and measurements of CO, CO2, metals, spores and toxic organics at numerous locations inside and outside the buildings. The HVAC inspection included air flow measurements, spore measurements and an in-depth analysis of the system design. The studies resulted in numerous recommendations implemented by the building owners. APCC also worked with HVAC contractors in the start up and certification of the new air handling/filtration systems.


Hospital Waste Incineration Evaluation
APCC worked with a major medical center to evaluate the operation of their hospital waste incinerator with respect to pending state regulations. The incinerator fires waste generated both on and off-site, and the operator is planning to expand its combustion of off-site infectious waste. A test program was performed to establish uncontrolled emission rates for the design of an air pollution control system. In addition, incinerator operation was evaluated for conformance with the pending regulations. A report containing the results of the test program and recommendations for compliance with pending regulations for operations and emissions was prepared.
